Concern from neighbours as decision close for the construction of almost 50 homes in Carlow

Carlow County Council are close to making a decision on a planning application for the construction of 48 new homes in County Carlow and also the construction of a childcare facility in the region of the new homes as well.

The planning application was received by the Carlow County Council on the 5th of December 2024, the estimated time for the decision for the planning application is due to be made on the 12th of February 2025.

The planning application was submitted by Byrne & Byrne Limited and the details of the planning application read as follows:

The construction of  48 residential units (43no.- three bed dwellings, 2no.- four bed dwellings, & 3no.- two bed dwellings), a Childcare Facility (of 319sq.m)

All associated car parking, play areas, landscaping, and all associated site works to include a construction access from the partially complete Carlow Inner Relief Road direct to the proposed site.

The subject site has a gross area of 2.739ha and is located at Mortarstown, Carlow, Co. Carlow with proposed access from the partially completed Carlow Inner Relief Road and through the practically complete Cluain Bui residential development.

Concern about the planning application has been made to the Carlow County Council with a neighbour writing to formally reject the planning application stating that "We have significant concerns regarding the implications of this development for our neighbourhood and the boarder area."

The concerned neighbour cites a number of reasons why they are concern over the proposed planning application, they have stated their reasons as follows:

Infrastructure Strain

Environmental Concerns

Community Cohesion and Quality of Life

Property Values 

Compliance with Local Planning Policies 

Lack of Adequete Amenities

Leaving their letter by saying they "respectfully request the planning authority to reconsider this application".

Carlow Councillor Will Paton and Brett Campbell have also sent a submission for the Council's viewing in relation to the berms of soil at the rear of the College Green Houses but also stating in the submission that they have "no objection to the construction of the 48 houses or the childcare facility".
