Planning refused for 3 storey apartment block in Carlow that left locals with 'concern'

Carlow County Council have refused a planning application for developers to build a 3 storey apartment block comprising of 6 apartments in Bagenalstown, Carlow.

The planning permission was submitted by BDN Homes Ltd on the 27th of March 2025.

The proposed location for the apartment block is at The Parade in Bagenalstown.

The proposed works submitted to the Carlow County Council reads as follows:

The construction of a 3 storey block of apartments, comprising of:

Number 2, 1 bedroom apartment and number 4, 2 bedroom apartments.

Construction of a new entrance, onsite parking, connection to mains water, public sewer and stormwater and all associated site development works.

The decision was made by Carlow County Council on the 21st of May 2025.

Submissions under the planning application with some in support but others concerned over the planning permission.

Cllr Thomas Kinsella, wrote a letter of support for the planning application.

A submission under the planning application has a number of areas of concern for the proposed works.

The submission lists concerns including:

The first of which is that the "development appears excessive and proposes minimum open space."

Another reason there is "concern" is over the treatment of the site boundaries as the site requires "substantial engineering ground works."

The final issue raised on the submission of the planning application is listed as "the concern of a three-storey residential development with no lift allocation."
