County Carlow will see more dog waste bins, dog waste bag dispensers and associated infrastructure thanks to scheme

Carlow County Council has been allocated €14,901.45 through the Dog Waste Infrastructure Scheme following strong demand.

The announcement, by Minister Dillon, brings total funding available from €250,000 to more than €312,000 in response to strong demand from local authorities nationwide

The scheme, launched in July 2026, supports local authorities in the provision of dog waste bins, dog waste bag dispensers and associated infrastructure at locations frequently used by dog walkers, including parks, beaches, greenways and other public amenities.

The increased allocation will enable additional projects to proceed and support the installation of further dog waste infrastructure in communities across the country.

Announcing the additional funding, Minister Dillon said: “I am very pleased by the strong response from local authorities to this scheme. The level of demand has exceeded the funding originally available, demonstrating both the commitment of local authorities to addressing dog fouling and the importance communities place on maintaining clean, attractive and welcoming public spaces.

“When I launched this initiative earlier this year, I committed €250,000 to support the rollout of additional dog waste infrastructure. Given the number and quality of applications received, I have decided to increase the available funding to more than €312,000, ensuring that more worthwhile projects can proceed.”

The Minister noted that dog fouling continues to be a significant issue in many communities and highlighted the role that practical infrastructure can play in supporting responsible dog ownership – saying:

“Dog fouling is a persistent concern for many communities and can detract from the enjoyment of our public spaces. Whether in local parks, along greenways, on beaches or in other recreational areas, people expect these amenities to be clean, safe and welcoming.

“While most dog owners act responsibly, it is important that adequate facilities are available to make the responsible choice the easy choice. The infrastructure funded under this scheme will help improve access to disposal facilities and contribute to cleaner and more enjoyable public spaces for everyone.”

Minister Dillon also acknowledged the engagement of local authorities in bringing forward proposals under the scheme, saying:

“I want to thank local authorities for the enthusiasm and commitment they have shown in supporting this initiative.

“The fact that the scheme was oversubscribed highlights the demand for practical measures that help tackle dog fouling and enhance local amenities.

“By providing this additional funding, we can maximise the impact of the scheme, support more projects on the ground and deliver tangible improvements for communities throughout the country.”
