'Problematic and troublesome lanes'

A public consultation process concerning the extinguishment of a public right of way on a lane at the rear of some houses at Fr Cullen Terrace in Rathvilly has been given the green light to get underway.

The same process is also underway for the closure of back lanes at Cois na Coille and the erection of gates at St Mary's Park, Carlow.

Putting the closure and erection of gates at the “problematic” lanes out to public consultation was proposed and passed at the July meeting of Carlow Municipal District.

The proposed closure of the lane at Fr Cullen Terrace affects five houses and where the bins are kept in the back of the lane, the houses affected well get a key to the lane.

Speaking after the meeting, Cllr Will Paton said: “Some unscrupulous people have being using the lane to dump their rubbish much to the annoyance residents adjoining the lane.

“It is proposed to erect a gate on the lane to prevent future dumping.”

The proposed erection of gates at St Mary's Park is a result of residents wanting the gates closed between 10pm and 8am and will be a partial extinguishment of a right of way.

Cllr Walter Lacey said that will accommodate everyone while Cllr John Pender asked who'd be respondsible for locking and opening the gates.

Director of Services, Eamonn Brophy, said there is a resident there who would fulfill those tasks and he said with the public consultation process taking approximately six weeks it would be two months before “everything is ironed out”.
