Carlow council seeks land or turnkey developments across county for social housing

Carlow County Council is seeking expressions of interest from landowners for the purchase of land or turnkey developments for social housing purposes. 

According to the Carlow County Council Community Information Facebook page, the council is interested in brownfield and greenfield sites around the Borris and Carlow Town urban area with residential zoning. 

Developers, contractors and property owners of turnkey developments in areas across the county including Tullow and Carlow Town are also invited to submit their interest. 

House type requirements include one, two and three bedroom homes. 

A development size of not greater than 30 units would be preferred in Tullow. 

Brownfield developments that would remove dereliction or tackle vacancy in existing buildings would be welcomed, and will be considered as Buy & Renew Turnkey proposals where the developer renovates the property to a like-new condition and sells to Carlow County Council. 

Turnkey developments must be close to services in Carlow or Tullow, ideally within 1.5km from shops, schools and local amenities and sustainable travel options are available. 

Proposals in respect of Land/Turnkey housing developments should not be located where there is currently a high concentration of social housing support. 

Submissions should be made by e-mail only to housingtenders@carlowcoco.ie marked “Expression of Interest – Purchase of Land/Turnkey Housing Development for Social Housing 2022-2023”. 

Closing dates for submissions of expression of interest are: 

  • 4pm on April 30, 2023 
  • 4pm on September 30, 2023

The council reserves the right not to proceed with any expression of interest submitted following detailed consideration of the proposal.
