Plans from Uisce Éireann to carry out a major upgrade of the Carlow (Mortarstown) Wastewater Treatment Plant has been welcomed by Fianna Fáil TD for Carlow–Kilkenny, Minister Jennifer Murnane O’Connor.
The proposed project will enable future growth and development in Carlow town and surrounding areas while improving water quality in the River Barrow, delivering benefits for the environment, local ecology, sporting, and tourism activities.

“This is fantastic news for the people of Carlow town and the surrounding area,” Minister Murnane O’Connor said.
“The upgrade will improve water quality in the River Barrow, support the town’s growth, and enhance Carlow as a place to live, work, and visit. At the same time, it will ensure wastewater is treated to the highest standards.”
The project proposes to increase the plant’s current capacity from 38,000 population equivalent (PE) to 58,000 PE, ensuring Carlow is well prepared for population growth and future demands in the region. Upgrades to the treatment process will also ensure ongoing environmental compliance and further improve water quality in the River Barrow.
Minister Murnane O’Connor added, “Investments like this are vital for Carlow. They protect our environment, support sustainable development, and ensure our community has the infrastructure it needs to thrive for generations to come.”

A non-statutory consultation for the upgrade of the Carlow (Mortarstown) Wastewater Treatment Plant will be launched in the coming weeks.
This consultation will give all stakeholders the opportunity to provide feedback on the proposed works ahead of Uisce Éireann’s submission of the planning application to An Comhairle Pleanála.
Further information about the project, including details of an upcoming public information event and guidance on how to provide feedback, will be made available to the public in the coming weeks.
