Before trying to appeal a parking fine from Carlow County Council, there are a few important pieces of information that you should know. 

Parking fines are initially €40 and increase to €60 after 28 days, but an appeal can only be made within the first 14 days of being issued with the fine.

However, if you do decide to appeal a fine and 28 days pass before receiving a response from the local authority, you will still be responsible for paying the increased amount. 

The 28 days also include bank holidays and weekends, and should not be mistaken for 28 working days.

After those 28 days, the fine will increase by 50%.

If it reaches 56 days since the fine was issued and no payment has been made, you will automatically be processed for court.

If, during the appeal process, the fine is paid, the appeal will be cancelled.

In order to submit an appeal, you must attach any relevant documents that support the appeal.

This could include a photo of a broken ticket machine.

Appeals cannot be made for the following offences: 

  • Parking on a double yellow line
  • Parking in a way that causes an obstruction such as on a footpath or corner
  • Parking in a Disabled Bay without displaying a valid Disability Permit
  • Parking in a prohibited location such as bus bay, taxi rank or residents' only area
  • Parking in a Loading Bay without displaying a commercial tax disc, for longer than the time allowed
