Revealed: Numbers on HAP social housing support in Carlow 'near saturation point'

The number of active Housing Assistance Payment tenancies in Carlow is "near saturation point", a senior official at Carlow County Council has said. 

HAP is a form of social housing support for people who have a long-term housing need. 

Housing Officer, Josephine Kavanagh, told members at this month's Carlow Municipal District meeting that there are currently 700 people in receipt of Housing Assistance Payments in the county. 

The figure of 700 was for "total active HAP tenancies". 

Ms Kavanagh said that the figure meant that those in receipt of the payment was "near saturation point at the moment" and they are not really taking on anymore. 

There has been an increase of 119 active HAP tenancies in Carlow since January 1 of this year. 

The scheme is administered by the local authorities, who pay landlords directly.
