A bag of needles was discovered by volunteers over the weekend during a clean-up near estates in Carlow Town.
The residents' group called Springfield Park Burrin Road posted images of the find on social media and urged people and children to be careful in the area.
They said: "While carrying out the clean up on the Burrin Road a bag was discovered behind the wall at the ESB box containing about a dozen syringes and other drug paraphernalia.
"These appear to have come from the needle exchange programme. These were found very close to a number of housing estates and any child could have picked this up with possible life changing illnesses.
"These people do not care where they dump anything they use or who gets infected. We would like to advise people with children to please talk to them on the dangers of finding and getting pricked by one of these needles and if they do find one to inform an adult straight away.
"To the people who are dumping these we are not going to tolerate this anymore and the Gardaí and any other relevant authority will be informed. Stay safe out there people."
