Planning permission refused for new housing development in Carlow Town
Carlow County Council has refused planning permission for the construction of six new homes on Hanover Road in Carlow Town.
Dunneace Construction Limited submitted the planning application on 21 May 2025 after failing to receive planning permission for the development in previous years.
This modified application sought permission to demolish an existing two-storey derelict dwelling in order to construct three two-storey detached dwellings and three dormer style dwellings on Hanover Road.

The application also listed plans for connections to existing services, a new site entrance and boundary treatments, street lighting and general landscaping with all associated site works and drainage.
The Council has yet again refused permission for the development, citing issues contrary to Carlow County Council's Development Plan 2022-2028 regarding urban backland development as well as issues with the proposed internal access road, footpath and entrance sightlines.
The proposal had received a number of objections from residents in the area who listed numerous concerns.
Among the issues raised were the potential overdevelopment of the area, the lack of an open public space mentioned in the plans, the fact that Hanover Road is already a congested area and that the development would not maintain the character of the area.
