Just two points separated the sides at the finish with Longford's Micheal Hynes scoring the crucial only goal in the early stages of the game at Netwatch Cullen Park on Tuesday night.
Longford led by 1-5 to 0-4 at the break and managed to withstand a determined comeback from Carlow in the second half.
Carlow's championship comes to a close with three defeats.
