Carlow County Council has published its Gender Pay Gap Report, highlighting the percentage difference between what men and women are paid on average in the organisation, irrespective of roles or levels.  This is the third year that the Council have reported on their Gender Pay Gap.

Employers with more than 150 employees in Ireland are required to publish their gender pay gap data before the end of 2024 and within six months of their reference date.  Carlow County Council and all local authorities in the country have 30th June 2024 as the reference date.  The Gender Pay Gap is not the same as equal pay.  Employment Equality legislation provides for equal pay for like work.  All male and female employees in the local government sector are paid equally for work that is the same or similar or for work of equal value, therefore this report does not examine equal pay.  The Gender Pay Gap calculates the percentage difference between the average earnings or males and females irrespective of their role using the Mean Gender Pay Gap and the Median Gender Pay Gap.

Mean Gender Pay Gap

The mean is the average.  It is calculated by getting the difference between the average hourly rate of pay for males and the average hourly rate of pay for females (male hourly rate minus female hourly rate), expressed as a percentage of the male hourly rate.

The Mean Gender Pay Gap for Carlow County Council shows that in 2024, the average hourly rate for males is 9.54% more than the average hourly rate for females.

Median Gender Pay Gap

The median is the figure that falls in the middle of a range where the salary of all relevant employees is listed, from the lowest to the highest. The median pay gap is the difference between the hourly rate of the middle-paid male and the hourly rate of the middle-paid female, expressed as a percentage of the male hourly rate.

The Median Gender Pay Gap for Carlow County Council shows that in 2024, the median rate of pay for females is 11.38% higher than the median rate of pay for males.

Commenting following the publication of the report, Mr. Jim Woods, Acting Senior Executive Officer, said: “Publishing our gender pay gap data helps to reinforce our focus on supporting an open and inclusive workplace at Carlow County Council.  Our organisation is a place where all employees have the same opportunities for recognition and career development and are treated fairly and equitably.  We are committed to addressing workplace barriers to equality and creating an open and inclusive workplace community. Mr. Woods added: “Working in local government gives people the opportunity to play a key role in the positive development of their county and community.  As an employer, Carlow County Council is committed to providing a positive and supportive environment for employees.  The Council offers flexible and family friendly arrangements, blended working, and great career progression and education opportunities.  Carlow County Council is a great place to work, and we encourage anyone looking for a job in County Carlow or surrounding counties to visit our website, www.carlow.ie or check out www.publicjobs.ie and www.localgovernmentjobs.ie to see what we have to offer.”
